A scheduled CLOB release requires a brief restart, with downtime of up to ~10 minutes. Order placement, cancels, and fills may be temporarily unavailable.
Update to the live-sports order taker delay implementation (orders that return status "delayed").
Before: Held orders were released together at the top of each second. Taker's actual hold was anywhere from 0 to 1s depending on when in the second the order was sent.
After: Each held order is released exactly 1s (the market's seconds_delay) after the engine receive it.
Why: Align with standard delay practices thereby making the hold consistent for all takers. This will also allow fills to arrive as a steady stream instead of a burst at the top of each second.
Scope: this only applies to the live-sports seconds_delay hold. The taker delay amount itself is unchanged (orders are still held for seconds_delay and still return "delayed"), and the crypto taker delay is not affected at all.
